As UNHCR statistics generally rely on data from host countries, statistics on refugees alone can give an insufficient account of refugee numbers, as some host countries will not grant refugee status to certain groups. Including statistics for individuals in refugee-like situations is an attempt to account for unrecognised refugees and does not include internally displaced persons. Statistics for stateless refugees are included if available.

All refugee agencies in Syria must be registered with the Syrian Arab Red Crescent (SARC) and, until recently, have had a mandate to deal with Iraqis only. Although many non-Iraqi refugees benefit indirectly from programmes for Iraqis, there are no services directly tailored to their needs. Recently SARC accepted that services aimed at Iraqis may also be extended to non-Iraqis, and some organizations, such as IECD, a French development agency, have altered their programmes accordingly.

See below for a statistical breakdown of the numbers of refugees residing in Syrian Arab Republic by the countries of origin. These statistics do not include some 477,700 Palestinian refugees covered by the UN Relief and Works Agency. See Occupied Palestinian Territory under Country of Origin Information for more information.
