As UNHCR statistics generally rely on data from host countries, statistics on refugees alone can give an insufficient account of refugee numbers, as some host countries will not grant refugee status to certain groups. Including statistics for individuals in refugee-like situations is an attempt to account for unrecognised refugees and does not include internally displaced persons. Statistics for stateless refugees are included if available.
The Estonian Human Rights Centre (EHRC)
The Estonian Human Rights Centre (EHRC) is an independent human rights advocacy NGO dedicated to the advancement and protection of human rights in Estonia and abroad. One of its activities is their Refugee programme, which includes a legal clinic providing legal aid and representation in court during asylum proceedings. This programme aims at improving the procedures for asylum seekers as well as participating in and initiating topical public debates as a tool of advocacy.

The aim of the Estonian Refugee Council is to help refugees to integrate into Estonian society. We help refugees to find jobs, housing, solve the issues related to documents and social support, including health insurance. Another objective of the Refugee Council is to help asylum seekers with information and consultation about services and living conditions during their stay in Estonia. Our third objective is to create better awareness about refugee issues among Estonian population, especially young people by providing good quality information and data.
