Angola is a State party to the 1951 Refugee Convention and the 1967 Protocol. Angola adopted a Presidential Decree in 2018 establishing the National Council for Refugees which is responsible for granting or refusing the right of asylum. A national refugee status determination (RSD) system has been established with UNHCR’s help.

In Angola, JRS institutes legal workshops for refugees and government officials in order to educate individuals about the rights of refugees. JRS also assists refugees in filing appeals if they have been denied refugee status.
