As UNHCR statistics generally rely on data from host countries, statistics on refugees alone can give an insufficient account of refugee numbers, as some host countries will not grant refugee status to certain groups. Including statistics for individuals in refugee-like situations is an attempt to account for unrecognised refugees and does not include internally displaced persons. Statistics for stateless refugees are included if available.

The Civil Society Support Center (CSSC) implements a program of social and legal assistance to Afghan refugees and asylum seekers in the Sogd province, northern Tajikistan (Consortium of Initiatives).Assistance to legalize their stay in Tajikistan and to integrate in the local community takes priority. The Civil Society Support Center (CSSC) also provides medical assistance in emergency cases and mediation between refugees and medical institutions. It offers training to members of the refugee community, based on on their needs, their age and gender. Beneficiaries can attend vocational courses (sewing and bakery); awareness raising workshops (domestic violence,HIV/AIDS) and courses in Dari, English, Russian and computer. The CSSC focuses on livelihood and self-reliance, providing vocational training and vital skills and capacity-building training based on the refugees’ needs. Employment, entrepreneurship, small business development are highly prioritised.
